The UN is a bloated bureaucracy, no denying that. But quite frankly, the only people who see it as an "irrelevant" body are Americans.
Which is ironic, considering Americans are responsible for its creation, and represent one of its largest sources of funds. It is literally the largest, but that looses some impact when one considers that the next five countries down the dues list represent a fraction of the American economy's wealth.
Moreover, the U.S. gets quite a bit of mileage from the General Assembly and the Security Council in particular.
The UN has made notable failures, such as in Rwanda (along with the U.S.). But it also promotes multi-lateral cooperation and stability, and has been a real source of aid and economic development throughout the developing world.
With Iraq, the U.S. ignored the UN's diplomatic potential and opted to attack without coalition support. In light of current events in Iraq, such as the 60-some Iraqi university students killed in Baghdad today, one might say that the U.S. should re-evaluate its perception of the UN in the future.

I am not for the U,N, but remember a organization is only as strong as its members, the U,S, invaded Iraq against the wish of the U.N. Russia who is a member went against the U,N , China, another member went against the U.N. so how the hell can the U,N, or any one or any organization be effective if its members don't abide by the rules they them selves made? sure we have had some crooks in there but, no one wanted to get rid of them as it would be called racist or not P,C, I have a feeling things will be very different under this new guy from Korea, The U,N, could be a very good and useful organization without the crooks and with its members support, but, not until then,

The UN has become an evil malevolent base of power mad thieves, communists, dictators, criminally insane (the very types James Bond fights but real), corrupt entities that want to rule the world. The U.S. should get out and run them out of the country.
