There are many outlets selling Cosmetics including some specialising in skin care products in the Ximenting area and the Area across the road from the Taipei Main Station.
For clothes, there is the Shihlin and Gongguan NMs, Ximenting and Wufenpu Wholesale area.

Visited Taiwan beginning of this month. Had a blast shopping for skincare & cosmetics in this place called 5 Yen 6 Se (5 6 Colours). Forgive my translation, my Mandarin is lousy. Their skincare price is extremely attractive.
