the people who has a shorter leg how are they called it? Somebody with a leg short then the other one can play basketball?

Well, the first word that came to mind was "gimpy." See link below. Having said that, I wouldn't personally use that word. It's slang and not particularly polite. It was used as a reference from an old movie in "Home Alone 2" when Macaulay Culkin's character Kevin McAllister is watching old black and white movies.
I found another reference which sounds more politically correct and / or technical: leg length discrepancy or Short Leg Syndrome. See that link below.

Unlucky.
I had a friend in high school who had polio as a child and she played on the basketball team, even though one of her legs was probably three inches shorter than the other.
However, these people suffer terrible hip and back problems. Many people have unequal leg lengths after orthopedic surgery or accidents.

One of my closest friends has this problem. I'm not sure that there is a "name" for her condition. She's had to undergo countless surgeries and has been so strong throughout. Before surgical adjustments, she just wore a lift on one shoe. She can do anything you or I can do, she just couldn't do it for quite as long a time without tiring or pain.
