Why do I have to restart my computer after disconnecting from the internet?

I disconnect from the internet and then the next time I go online it connects but none of the internet programs will operate. Then when I restart it works fine.

I have LAN/ethernet.

Are you on DSL or Dial up?
Dial-up remembers your last connection and settings. When you log in and the settings are different then the computer kind of goes carzy. It could also be a driver problem.
