It's easy to make a static based website.. It is hard to make a dynamic site. Morever, the hard part is to have a fresh content being updated reguarly, without content it means nothing. Therefore, a dynamic site the best to make for interactivity.. so that more users will visit your site.
You could use dreamweaver, worth the price. And you can go to Lynda.com.. they offer really great video tutorials. If you can't afford it, there are lots of tutorials in the internet, you can start at basic understanding of HTML, then move on to CSS (very userful nowadays).

Most of the "hard" part is learning how different design elememts work. For beginners, if you have an MS Office package, you probably have FrontPage, which is ok, but it can be buggy sometimes. Any HTML editor will do, mostly depends on your personal knowledge of HTML, CSS, Scripting, ect............
There are tons of websites with code snippets, tutorials, ect...
Search for "webmaster resources" in your favorite search engine.

It can be as simple as using template provided on site that offers free web space to that harder way of building one completely on codes you write.
There are in between things too. Geocities provides a user friendly free page builder. There are soft wear products, also, such as FrontPage and Dreamweaver.

dont let him fool you html is hard! basic html is easy... it gets hard when you start to implement a coding language into html. most people use web builders and free programs and make simple pages so they think its easy.
programs to use that make your life a whole lot easier is "adobe photoshop", "dreamweaver" and "fireworks" just do a yahoo search.

not hard at all. your internet provider can tell you how to do that, they probably have a nice free editor. ask them.
most people though are too lazy to go through the trouble, and want extras like you can get on myspace or whatever, so they use myspace.
