It refers to the percieved supremacy of people with access to computers and the internet over those who do not. Like "aristocracy," but refering to computer and non-computer users.

I haven't seen it in a dictionary but my love for describing things is telling me that this word: 'CLICKOCRACY' means
the law of the 'click' group, the click/group has established a certain 'thing', like what style is in or out, who's cool and who's not. A good example of a clickocracy would be a group of individuals that have influence over what others think, but are exclusive among themselves and have made a unanimous decision on what is acceptable. Advertising is just one of those.
Is this a true assessment of the word?

The definition I know for this is basically the concept of voting. A site is popular because of the clicks it gets, not because of hype. It is sort of like voting with your pocket book.
