i.e - is it really worth turning all standby lights off to save our
'greenhouse effect' problem, when commercial buildings have
thousand of lights on most of the time ? How many kettle/computer/tv standby lights equate to one building with
all electric lights on many floors ? Why are commercial units
not asked to 'switch off' for at least part of the day or night -
only Jo Public seems to be harassed by Government from
their brightly lit offices.

Everything that saves electricity reduces the cummulative effect on the atmosphere, regardless of what anyone else does. You are not responsible for what commercial building owners do, just what you do.

The answer for most domestic appliances is that they use anywhere up to 50% of their normal electricity input if simply left on standby. Computers use slightly more because of mechanical parts such as their cooling fans.
The answer to your second question on commercial lights and appliances is harder. The only simple reason that they are left on is because they can. Electricity during the night is 'off-peak' therefore cheap. This means a company, the larger the more so, can afford to leave lights on and stuff.
The only reason the goverments do not do anythiung is fear.; The big companies sponsor the political parties, and so a certain amount of manipulation goes on.

If yuo leave some items on which use only LED lights on you are virtually using no power. however i fyou leave your computer on it is continiously using the fan, the processor,and the mother bnoard to some extent. this creates heat and is a wasteful load on your screen as well.
All in All anytime you kill electrical power you are saving something. Something times millions of equipment is saving a huge amount of engery even in ur homes.
I agree with you. Plants , and commercial buildings. electricity.
The plant I work for has nearly every light on it on at all times 24 hours a day and 7 days a week.It's silly and unfair as they don't pay as much per kw hour as we do. We in effect subsidise them and they in return pass the costs back to us again when we buy their product. We pay twice for their stuburn headness waste.

By leaving appliances on stand by you are using the same amount of electric as if they were switched on. That is Official.
