There is a dual inlet valve for the water. One side is for the water service and the other is for the icemaker. Reverse the wires for the two sections of the valve if you can and press the lever for water. If the icemaker fills then you have a problem with the icemaker if nothing happens you need a new dual inlet valve.
The other possibilities would the water line going to the icemaker is broken, disconnected from the valve, disconnected from the tube through the wall of the refrigerator going to the icemaker or the tube that goes dirrectly to the icemaker is blocked with ice.

Pull out the fridge from the wall. In the back where the water supply line comes out of the wall... there should be a valve there to turn off the water. If not, check with the ice-maker itself. It probably has a switch so you can turn it off altogether. That might do the trick...
If not, turn the water off where you can, maybe even at the main valve, and kink the water supply line. Careful though, it might eventaully break then you'd have a leak. The kink is a TEMPORARY fix... put a valve on the line so you can turn it off or on when needed.

you have a freezer that has the ice dispenser and water dispenser separate. The Ice is not being made but the water dispenses....might be a kinked tube or the line is frozen... Look at the ice maker itself, if there is ice in it then you have a bad motor or a bad connection
