There's nothing permanent for this but there are certain vacuum devices (absolutely DO NOT use the floor-cleaning kind; you can hurt yourself) that can make it thicker for a little while. Browse one of the online sex-toy shops (men's section) for items called "pumpers". Some folks find this erotic; not my cup of tea.

lol well am not entirely sure, but I've notice there is this way in which you guys get to wiggle your friend. that may work, if not in increasing the width maybe in gaining better control of it. GOOD luck!!
