I would go with Springfield.

They have their own Nuclear Power Plant...which proves they are ahead of the times...

Evergreen Terrace is one of the most well developed streets in all of the country...matter of fact George Bush himself even moved there for a short time!!!!!

Don't forget about the entertainment...Barney's Bowlarama, Moes and there is even a burlesque house!!!!

Its also the hub for major network television as a syndicated clown show is taped there each and everyday!!!!

New York is definitely way up there near the top, but most large cities in the U.S. are what we could call well-developed. No one city leaves the rest in the dust. There are many measures of 'well-developed' and 'advanced'. Some have better school systems than others, some have more crime, some have higher per capita income, some have more pollution, etc. Very hard to determine.
In terms of the world, some would say Tokyo, London, Paris, etc...but NYC is way up there.

not sure why you're asking, homework maybe? its a very subjective answer due to the 3 elements you ask in one question. there is no one city that fits all 3, let alone a US city compared to the world... too many elements fall under ea of your three topics ...

heres a few biggies -
The United States is 41st in the world in infant mortality. Cuba scores higher (NYT, Jan. 12, 2005).

Our workers are so ignorant and lack so many basic skills that American businesses spend $30 billion a year on remedial training (NYT, Dec. 12, 2004).

"The U.S. and South Africa are the only two developed countries in the world that do not provide health care for all their citizens" Lack of health insurance coverage causes 18,000 unnecessary American deaths a year. (That's six times the number of people killed on 9/11.) (NYT, Jan. 12, 2005.)

a highly industrialised city is reference to one with extensive manufacturing facilities. that would discount NYC and LA. So that leaves places like Detroit
