For Raw: Vince McMahon (as interim general manager, December 12, 2005 - present)
Jonathan Coachman carries the power of a General Manager as Executive Assistant when a McMahon is not present or not able to make decisions.
For ECW: Paul Heyman (June 7, 2006 - December 4, 2006)
Distraught by the results of December to Dismember, ECW Representative Paul Heyman appeared to be distant and depressed Monday afternoon at the North Charleston Coliseum hours before an ECW live event.
This condition was further exasperated by Mr. McMahon, who decided to send Heyman home. The WWE Chairman cited slumping television ratings and a disgruntled talent roster as causes for Mr. Heyman’s dismissal.

well since Mr. McMahon fired Eric Bischoff(however u spell his last name), RAW hasn't had a GM for quite some time now. But Mr. McMahon and Johnathan Coachman make the matches. As far as ECW goes, I'm not sure.

Johnathan Coach runs RAW and I believe that Vince makes the matches on ECW but he never appears there for some reason.
