He has said in front of other people "where has the project manager been for the last year" and "this is what the project manager is suppose to do" I sense from his smart comments that he has some underlying reasons to be a jerk. any advise?

Have a sit down and ask boss about the snide remarks because they occur to you as needlessly insulting and borderline harassment. Start looking for a better job. I like the last person's idea about documenting and going to labor board if this persists.

keep a journal of his remarks and contaxt your local dept. of labor. This could be either a great discrimination case or a case for your defense when you are fired. The project manager is your resposibility? Keep a journal every interchange with this person even though it is unsubstantiated it is the best defense you could possibly havr!

Maybe he is going thru tough time career wise and trying to get it out thru you. Either you can tolerate him and can approach him to find out the reason or you can ignore him and get back at him with smarter remarks!!!!!!!!!
