Because they always have and always will. They want to protect their positions, their power, their influence... and sometimes anything goes as long as you don't get caught!
However, I think sociologically hierarchal structures always lead to cover-ups at the top. Parents don't always tell their young children the whole truth. The school headteacher doesn't tell the pupils or the pupils' parents about battles with the trustees and the teachers' union. CEOs don't bother informing shop-level employees that the business is being run into the ground.
There really have always been cover-ups, back to the ancient Egyptians and Mesopotamians, and probably the civilisations that developed agriculture, if not even further back.
We're not even half as clued-up as we think as far as suspecting what really goes on. Most 'leaks' are intentional... we don't know what they're really hiding!

If we knew the truth, we might vote them out.
Its not about doing the right thing for the people, its about having the power and protecting there own interest groups.
That's why you have got so much dreadful TV on now. Keep the viewers interested in some reality TV show and they might not notice the errors of the ruling party.

politics when u got a lot of power in ur hands and dont want to lose it u cover up so all people see about u is good
china for example state run and controlled newspaper put everyting in praising words regarding communist party leaders but hardly mention human rights abuses by the govt
