This is a trick question!!! There has NEVER been a marathon where only 7% of runners finished. Tell your teacher to give some more realistic questions.

you can set up a proportion-
7/100 (the percent)= x (the amount of runners that finished the race)/420
cross multiply--
100x=2940

100 100
x= 29.4
29 runners finished the race.
