As already said, no you can't breed brine shrimp from frozen as they are dead. You can buy a brine shrimp hatcher kit, it is a container that goes into your tank and you add the brine shrimp eggs that are supplied with the kit into the hatcher ( 3 drops give around 5,000 brine shrimp) hatching time takes between 24 and 48 hours, it can then be used as food, but if you want to rear it to adult brine shrimp you need to set up a small tank (1 to 2 gallons) feed with the brine shrimp food, and they should reach adult size in 12 to 14 days.

The natul habitat of the brine shrimp is a small plastic tank with little magnifying glasses built-in.
In my experience, they do not reproduce: Eggs are found in little metallic packets which can be added to water. Then the little brine shrimp grow up and die.
Food is wierd powdery dust that comes in another packet.
Predators... might be other brine shrimp.
