It is true, with Cable you share the bandwidth, but everybody gets hit at the same rate of slowdown as more people get on the internet. Some cable companies impose a "speed limit" such that your max is 3 or 5 Mbps, even if you are the only person on the line.

Now, one other thing that can cause you problems that I had happen to me. If you stick too many splitters on the line going to the cable modem, you can get speed ups and slow downs. After learning it was a no-no to split that line, i understood the slow down, but not the speed ups - but pulling the splitter gave me my high speed all the time again. At least until the neighbors log on.

Cable internet is known as broadband which means it fluctuates depending on usage. So if your neighbors or anyone connected to the same cable internet are download large amounts you're connection is affected. DSL or Baseband is a dedicated speed that should always remain the same. However it's common practice to oversell 20 times the amount of bandwidth you buy. So if you buy 3 mbps you sell 20 people 3 mbps.
