It means: "Conduct or language inciting rebellion against the authority of a state"
If a person or a newpaper/TV channel makes a speech or puts out an article which has the effect of raising the passions of the people against the Government or other authority of the state, then it can be termed sedition, if it is serious.

Incitement to rebel against the government. Even a politicians fiery speech, to bring down the government, in favour of his party is a disguised form of sedition.
