There is the Fedora distribution (http://fedora.redhat.com/), which is a continuance of the old Red Hat line (before they went enterprise) that is still connected to Red Hat.

Or there is CentOS (http://www.centos.org/), which is basically Red Hat Enterprise Linux without the logos and price (they take all of the source code, remove anything trademarked, then compile it and give it away), but it isn't created by Red Hat, but any packages for RHEL should work on CentOS.
