Any kind that does not have alcohol in the ingredients. Alcohol dries out the delicate lip tissue, so you re-apply the chapstick and it becomes a vicious cycle. I prefer petroleum jelly in the handy applicator tube.

Try Burt's Bees, Carmex or just do what I do and put A & D ointment (without zinc) on your lips. It works better than anything and is really cheap to use. I just put it in an empty pill bottle and use my finger (or a q-tip) to put on my lips. But, if you don't want to try that use one of the brands I mentioned above.

Bonnebell Lip Smacker. It's amazingly cheap and comes in excellent flavours. Also, Burt's Bees makes really good ones.

Mary Kay satin lips mask and lip balm set. The mask will remove all of the dead skin cells from your lips so that the balm can moisturize your lips properly

I SWEAR by Natural Ice. It's minty and refreshing and all I've used for years now. It's hard to find though - some Walmarts carry it. Burt's Bees is my substitute when I can't find my natural ice though.
