Go Bowling, Order a pizza watch a few new released movies, give each other a make overs with make-up, manicure and pedicures and play games.

first i would choose a theme.
like.... a movie
a particular show
music
etc..
then just go with it.
like for a particular show you could stay home and watch that show with friends and play games relating to the tv show.
even snacks and drinks--within the theme.
same with movie and music.
but i have always found that a couple real close friends makes it more enjoyable for you than a whole crowd of whomever.

well i had my 13th b-day a couple months ago and it was fun and inexpensive... invite a bunch of your friends to the movies and ask them to bring like 15 bucks or so... then if you want you could go to your house after and hang out ...

I agree with a slumber party..... you can blast music, hang out, or watch movies and eat junk food. every teenager loves that.
