Cavalier King Charles Spaniel. Adorable little things. I grew up with three of them and they were such wonderful dogs.

Mini Poodles are supposed to be VERY smart and highly trainable as well as the added bonus of minimal to no shedding. (The no shedding is a big reason why poodles are often cross bred to create those designer breeds like pug-a-poos, ****-a-poos, etc...)
I love my 2 pugs, but they shed and don't travel well or tolerate hot or cold weather extremes. They ARE awesome with my kids, though, and respond well to training/obedience. If you don't want to worry about the heat/cold issues and especially if a snoring dog would bother you (You get used to it and it is kinda cute eventually), look for a dog that doesn't have a "smashed in" face because they usually don't travel well or tolerate hot or cold weather. (Plus the breathing problems and the chronic snoring.)
Here is a link to "Pet Finder"... you can search a database of adoptable pets nationwide, I think. http://www.petfinder.org/ and don't forget to check with local shelters, humane societies and rescues when you decide on a breed. Another thing to consider is a dog's age... if you get a dog that is a year or so old or more, chances are you might get lucky and get one that has been housebroken, is beyond the chewing stage and so forth. Just be sure to tell the shelter or agency you adopt from that you have children and require a pet that is obedient and non-aggressive. Be prepared to take the dog to obedience classes and/or attend as a family so everyone is familiar with what the dog's commands are and how to use them.

I had a Chihuahua/Pomeranian cross once that was an excellent watchdog, but also respected authority and always loved/sought out attention from the people around him.
That would be my definite suggestion; whatever you do, don't get a Jack Russell...for the children's sake. They're ultra-agressive, actually the most agressive small breed dog you can find.

A small, smart, good-with-children dog that most people have no allergies against are the poodles and poodle mixes like the smaller labradoodles (how can you not love a name like that), plus when you don't fru-fru them all up they're good looking dogs.

A German Shepard. I know it sounds vicous, but I got one from a pup and they're wonderful with children. They are very devote animals, too.
