It means you are unemployed and just dont want to say that you dont have a job. Especially if you live at home and you are older that 18 and are not in school.

In a nutshell unemployed. They have are no longerat the job they had previously (for whatever reason) and have yet to find a new job. It usually means they are trying to find work, but not always.

It's used in all age groups, etc.
