they want me to pay 35 for the evaluation and 115 for a seminar where they tell you about the business, how to build a portfolio, etc. is this normal

It is a scam, agents do not make money by "evaluating" or teaching modeling; they make money by booking jobs. If they ask you for money up front, use that as a red flag and move on. If they are advertising this seminar as a class then take it for what it is, a class, nothing more, nothing less.

The professional modeling industry is located in: New York City, Milan and Paris.

Legitimate Modeling Agencies "NEVER CHARGE a FEE."
Legitimate Modeling Agencies pay ALL costs the model will incur: including photographs and training.

The agency is paid when model makes money, they take their money from her model bookings.

In the future if this happens, immediately leave the agency as all they want is your MONEY.

no never pay any1 to get in to the modeling industry they are just trying to scam you and Never pose nude either calling the tyra banks show I'm sure she can help

If an agent asks for money upfront then they are a phony! No reputable agent asks for money upfront...ever! They make money only if they get you gigs.
