Go to the weather Tower where it rains quite a bit after you have beaten the Elite 4+1 (champion) and on the second floor you will see the person that you helped earlier and he will tell you that there are weird weather trends around either Extra Sunny or Extra Rainy and you go to those places and either surf and dive in an awkward dark blue patch not seen before for Kyogre, or you go into some cliff side for Groundon!
Rayquaza, is in sky tower!
You will need surf and the speed bike also the Master Ball.
Groudon and Kyogre can be caught without the Master Ball.
Lugia, and Mew can only be obtained through a Nintendo Event!

Groudon-After beating elite four go to wheather institute then talk to the scientist guy then he will tell you where to find it
Kyogre-Do the same as groudon but you need to defeat/catch groudon first
Rayquaza-Sky Pillar
Regis-too hard to explain
Mewtwo,legendary birds and dogs-trade
Latios/Latias- after defeating elite four your mother will ask you what color was that pokemon on tv,blue=latios/red=latias

mew can be get in farawayland and lugia can be get in the novals rock,but you need tickets to get to the island.
rayquaza can be get on sky pillar.
groudon can be get after you defeat the elite four.go to the weather instution and talk to the man on the second floor and he will tell you somewhere in hoenn is having a drought,go there and find the cave and find groudon
the way geting a kyogre is the same as getting a groudon and both kyogre and groudon is at level 70.

Since it is too long to explain, just go to serebii.net, click on Pokemon Emerald, read about(listed on the right hand side)faraway island, naval rock, birth island, marine cave, terra cave, southern island, and it tells you. Also read the other things, they help.
