Windows does have a built-in means of tweaking your screen output. From the Start Menu, pull up the Control Panel and click on Display. Click the Settings tab, and then the Advanced button at the bottom. If you're running an ATI graphics card, there should be a tab labelled ATI Color that will let you tweak your Gamma/Brightness/Contrast settings. If you're running an NVidia graphics card, there should be a tab named after your graphics card (probably some sort of GeForce) that will have a button to launch your NVidia Control Panel, which should have similar settings available. The key is, you need to tweak the Gamma/Brightness/Contrast settings to make your screen display a brighter upper limit without having it result in a washed out display.
