I have an 8 hour layover in flights on February 16th. Is the Phoenix airport near any area where I can do something to fill the time between flights? Thanks for your help.

The Phoenix airport itself is right smack-dab in the middle of an industrial area. There is no place to walk to around the airport. There are plenty of shops IN the airport though.
The downtown Phoenix area is only a few minutes away by cab or rental car and there are hotels, shops, and restaurants there. Scottsdale and Tempe are relatively close and they have shops and other interesting things to do. Tempe has Arizona State University so it has a lot of things for the college age crowd. Scottsdale is more of the tourist trap type of town but still has plenty to do depending on your interest.
The Phoenix Zoo and Desert Botanical Garden are both very close to the airport and both are world class organizations with great displays.

You do realize phoenix is one of the biggest cities in arizona? Just drive down town and you'll find ways to kill time. Just, avoid the bars, or you'll barf your entire flight to where ever.
