Because more people will consider naked statues to be some form of art (there are those who are so prudish that they will consider such statues, even if they're somewhat abstract, to be pornography) while walking around naked is considered indecent.
America is a sexually repressed country which is why we have so many f*cked up people in both politics and religion.

Because most of our society does not see nudity as a natural thing as some other countries do. American society mostly equates nudity with sex, which should be done in private.
