what are his new plans? what do the americans except ryan think ramius wants?

He never changed his plans. He always intended to defect, but he had to keep it secret from his country duh!!! He also realiuzed that the new sub technology was too dangerous to be in his bosses hands and wanted the americans to be able to understand and detect the new phantom sub. As far as what everyone else thought. They thought he was a rouge sub captian that just wanted to get close enough to launch a nuclear weapon. Ryan knowing the captians history and his new values never believed he was willing to start a war between Russia and the U.S.

The Americans think that Ramius MIGHT want to defect but they aren't going to risk very much betting on it because if he doesn't want to defect then he is a psycho with nukes... you can see the problem they would have with the whole 'Trust' issue.

He changes his plans as far as *where* he will get his crew off the sub after the captain of the American sub sends him a morse code message from Ryan.

He never changed his plans. His plans were to defect. The details had top play out. The military has the job function of protecting the US and it's borders. In the movie most of the military didn't "care" what they "thought" ramius wanted they knew he "could" strike the US if he got close enough to the shorelines.

You really need to watch it otherwise it will ruin it. Very detail oriented movie that requires your attention.
