it may or it may not first u should make sure ur parents are doing something special for each other and if not then it shouldnt be that big of a deal but if your parents do have plans then gonna have to come up with an alternative

Depends on if they have their own plans. Some grandparents wouldn't mind spending Valentine's Day with their grandkids.

If they are young enough to want to celebrate by doing the wild thing....then yes, it is rude.
However, if they do not observe the day, then by all means, ask.

I wouldn't do it. Remember they are still Sweethearts, and may have their own plans. I know you don't want to think of it, but at one time your parents were lovers, and probably still are.( the stork didn't bring you, no matter what they told you).

Yes, it is rude on any special occasion - be it a holiday or their birthdays or anniversary. Your children are YOUR responsibility. Hire a babysitter.
