In a well drained and sheltered location, you can plant them now.

However you are taking a risk with frost.

You'd be best puttnig a cloch or corregated sheeting over them for a while

Sow the seeds under cloches or in a cold frame in early march and you will be harvesting them from june onwards. Sow into the ground in drills making sure you haven't fertilised the soil (they prefer rougher soil) and thin out when they get bigger. You should have a seedling every 2-3 inches along the drill and watch out for carrot fly. Water during dry spells but don't wait until the undersoil is parched, this will cause splitting of the roots. If you sow the seeds every 2-3 weeks you will have a succession of carrots right through to the autumn.

I think you might need to wait till mid to late spring. But the seed packet will tell you for sure, you may be able to start some off inside or in greenhouse in early March. Best check out bbc gardening website.
