Actually, YES this is a metaphor.

As everyone has explained, a pack rat is an animal that endlessly collects items. Obviously, Ann is not really a rat. She collects things and doesn't get rid of them, much like a pack rat does.

A metaphor compares two unlike items by saying one IS the other.
A simile compares two unlike items using the words "like" or "as."

So:
Ann is a pack rat. -- metaphor
Ann is like a pack rat. -- simile

It means that you cannot bare to throw anything out. People who are pack rats tend to collect things that people disgard, or more over, things that aren't usually collected are kept.

Sometimes people have an illogical attachment to objects and feel that throwing things out means that they are throwing out a part of themselves.
