I say the answer is-
C) Hurt is to Cried.

Reasoning:
If you Mutilate something, you cause it to become Damaged
If you Hurt someone, you (can) cause them to Cry

Where as if you Char something, you don't cause it to become Burned
(if you burn something, you cause it to become charred)
