it is meant to mean they are in love with you and want to be with you... but i think these days that word is used to losely. love is a strong word and it should only be used when you realy do love someone.

Love defines every emotion, not singly a feeling you get when your with that person
The real answer (and im sure you've heard this)
Love is patient, kind, does not envy or boast, isnt proud or rude, keeps no grudges, doesnt participate in evil or stupid stuff and is overjoyed with the right, it always protects, trusts, hopes and perseveares.
love is when you will do all you can for a person, even if it means sacrificing yourself. it is completely selfess, and all you want to do is make the other happy, not just yourself. love is forever and it never dies.

I've found the statement comes from people that have a difficult time saying I Love to anyone.
