This is actually a difficult question. If the surface of the earth were completely flat, it would all be covered with water. If the oceans were a lot deeper than they are, far less of the surface would be covered with water. It's really two parts to the question: 1) why is there as much water as we have, and 2) why is the surface of the earth relatively flat (only a few miles difference between the height of the tallest mountain and the depths of the deepest part of the ocean--far less than 1% of the diameter of the earth)? The answer to the first question is one of chemistry, and I don't really know how to answer it. The answer to the second question is one of physics and geology; it has to do with the force of gravity pulling everything together into a ball shape and the forces of wind and water further tending to flatten things out.
