Typically, these people are very insecure. Watching other people fail makes them feel like less of a failure.

when others fail, it means they have less competition. standards are allowed to be lowered----standards that they can reach. when someone is strong and succeeds, they find themselves lowered in degree and importance, so failure of others is like a sick personal pleasure. something to reassure them that they are not the bottom of the barrel, that they are at least better than some.
some even take this secret pleasure (which then is no longer secret) to a farther extent by trying to taunt others psychologically into failure. survival of the fittest---''if they could not handle my words, they dont deserve to succeed anyway''

Some folks feel so lousy about themselves that they feel some sort of elevation from some one Else's suffering.
