Which house of Congress has used its power to gerrymander congressional districts?

I think the state legislatures do that, but I could be mistaken, they do it for the House of Representatives though.

State legislatures draw the district lines for House Reps in their own state.

Kansas has turned over district setting to a committee, I think one other state has done that as well.
