say its 15/100.... then divide both by the Greatest common factor (5) leaving you with 3/20

Come on, you can do this. 0.15 is the same as 15%, which is the same as 15/100. Now that can be further reduced. Divide it by five, because you know any number ending in 5 or 0 can be divided by five. 3/20.

Can't divide it any further, but closest would be 3/21, which is 1/7. So you could call it "approximately one-seventh."
