standard form is Ax + By = C
A and B and C can not be fractions and usually A is positive (depending on the book you use)
y-7=2x +6
-7 =2x -y +6
-13=2x -y
2x - y = -13

standard form is Ax + By = C, I think

y-7=2(x+3)
y - 7 = 2x + 6
-2x + y = 13
which is the same as:
2x - y = -13

Y-7=2(x+3)
now add 7 to both sides
Y-7+7=2(x+3)+7
Break this down a little
Y=2x +2^3+7
Y=2x +6+7
Y=2x +13

expand
y-7 = 2x + 6

subtract y from both sides

-7 = 2x - y + 6

subract 6 from both sides

-13 = 2x - y

or 2x - y = -13
