It's difficult to tell what is going on from your description. How long has this been going on? Sometimes as bettas get older, they are not as active as they are when they are younger. Unless you got your fish directly from a breeder, it's hard to tell how old your betta really is. Sometimes, pet store fish can be up to a year old. Also, bettas' appetites can vary a little. If he skips a meal or two, he may be OK, especially if he ate too much at his last feeding. I wouldn't panic if this hasn't been going on very long. Again, appetite can decrease as a fish ages, too.
A good idea would be for you to look at several websites about bettas to see if your fish has any disease or illness that may account for what is going on. The websites have good pictures and descriptions, so if there is something you haven't described here (like a change in his skin), you can see what it looks like, compare the photo to your fish, and learn how to treat him. Your fish may also be depressed (it does happen); the websites describe what to do about this as well.
Be sure to test your water for temperature, ammonia, and pH while you are at it. Any problems with those, especially low temperature, may cause lethargy in a fish.

If you think that it might be dead then you should got get a new one. But if you think that it might be alive take a small fish net and try to catch him if he swims away then he is OK. If you can see him look to see if he might have any noticeable problems for an example little black lines on the Sid of him. The other thing you can do is check if his gills are moving. Betta's eat when they are ready. Most of the time Betta's just lay on the bottom and stay still for a long tome. So don't worry he might be fine.

Ok...sorry...I have some bad news for you but your fish is probably really sick and will die within the next few days.
My beta which I had for almost 3 years started acting the very same way. He would just stay still in the same spot and would not move unless I tapped him with my finger. He also wouldn't eat. It took a week for him to die.
I searched online and I found out that there is a bacteria that beta's get which have these same symptons. However, I am not sure how they got it and I couldn't find a treatment for it.
I'd suggest you to petco.com and see if they list any drops that can help by being placed in the water.
Hurry though...

Did you change the water recently? Perhaps the water was contaminated with something? How long has it been since the fish ate?
He just might be on his last leg.
I have had tons of bettas over the years and usually keep them for 3-5 years.

Bettas have a lifespan of 3-4 years. I can't tell you what's wrong becuase you haven't given enough info. By stand do you mean it looks like its standing on its tail? If so its an infection.

Actually bettas can live up to 4 years if you take care of them properly. Have you switched it's food recently? They are very picky about their food and will refuse to eat new food for a few days.

poor punkin -- do you have any melafix or bettafix? its not a guarantee but sometimes it perks up sick bettas. its an antiseptic and will clean the little guy up. for infections you can try maroxy. it comes in a bottle. there are also drops for bettas they sell at petco in little plastic fish. there is a clear fish for water treatment and a inky blue fish for medication. you can get melafix at walmart. maroxy is available at most pet stores.

It depends of what you have him living in and if you see any visible fungus diseases on his body or fins. Also how long he has been this way and he may be in shock from a water change.
