and as far as how to learn C++ there are many tutorials and stuff that can help. http://www.cprogramming.com/tutorial.html is a good tutorial... i myself use Visual C++ but i'm assuming you don't have the money for this... you can get Visual C++ .net express for free though, if you are looking to just make programs for yourself, or other people with the .net framework.
