Amphibians (frogs, toads, salamanders) have smooth skin and lay eggs without any hard covering. Because of this they usually have to lay their eggs in water to keep them from drying out. The young (and sometimes adults) have gills (although some salamanders just lay their eggs on moist ground and their young never have gills). Reptiles (turtles, tortoises, snakes, lizards, alligators, crocodiles) usually have scales over at least part of their body. They lay eggs with leathery or hard shells, so water isn't necessary to keep them from drying out. Some reptiles (sea snakes & sea turtles) still spend most of their lives in the water.
Hope you win the bet!

Amphibians spend the first part of their lives as water breathers, then develope into air breathers -- such as tadpoles into frogs. Reptiles are born as air breathers and remain that way for life.
