I have this annoying program that just popped up on my comp......and I dont know how to get rid of it...

starware is not very malicious, but it can be quite pesky. here's a removal:

Go to Start > Control Panel > Add/Remove Programs and uninstall it.

spybot will get rid of it.
www.safer-networking.org update it and scan it.. good luck
