IP can not stand for Innings Pitched in this circumstance because the website is talking about the leaders for all time batting average..... Still I am confused as to the meaning of "100 decisions"...??

it is confusing and not the commonly understood abbreviations.

IP = innings played (per game) and
PA = plate appearances and
decisions = "the number team games that season divided by twelve rounded to the nearest integer"

IP means Innings Pitched. It is meant for a pitcher's stats, when saying how many innings they pitched in.

PA means Plate Apperances. It is how many times a baseball player has stepped up to the plate to bat.

A decision is what the outcome of a game is. Whether it is a win, a loss, postponed, or delay.
