Enforcing fines usually works. If your kids don't do their chores, and someone else (even you) ends up doing it, they must pay that person. You might want to set limits on how much can be charged for each specific task so that siblings don't become unreasonable in charging too much.

talking, routines and having rules. you dont want to control anyone but getting everyone to do their chorus, cleaning their rooms every weekend etc...talking to everyone and saying why you believe this should be done.
