Blazer seems to run OK at highway speed (sucks fuel like crazy), but when you slow down or stop it sputters and wants to die. I changed the distributor cap and rotor along with installing new plugs gapped at .35. I checked the plug wires and they all seem to be OK. Any ideas? I'm thinking maybe fuel filter or ignition coil.

Is it smoking black? Is it cpi injection? If so you may have injectors leaking inside the plenum or the fuel lines leaking inside the plenum?

Check the output of the coil to be sure. Take the coil wire off right at the coil. Get someone to turn the motor over and watch the fire from the top of the coil tower, should be strong, blueish in color, and consistent. If that is okay, it is not the coil. Check all the wires for corrosion in the ends where they connect to the dist. cap and the plugs. You can check coil outputs at the plug wire spark plug end to ensure strong and consistent flame down here too. If that is all okay and you have changed the fuel filter, have a look for any vacuum leaks around the intake/TBI area. Using a cleaning spray of some type is useful here. Lastly, check for motor codes and follow through on the ones that relate. You can also have a stuck IAC motor, or simply an open circuit inside the motor or the wiring leading to it. Good luck.

Change wires anyway, you might have a bad wire... They may look okay but you can't see inside.. its not the ignition coil. but a slight chance it may be the fuel filter.
Chage the wires and change the fuel filter,

Try checking the electronic idle control on the TBI
