I want to get a server up and running as cheap as possible, with 2003 can u set it up just like a home server then use the built in software to distribute access to certain files to certain comps? w/o the access lisences or thm all being xp pro?

Read your license agreements.

DNS is not the magic bullet that requires a license. using the software requires license. If you have a licensed copy of Windows Server 2003, then you probably got it with at least 5 Client Access Licenses.

HOWEVER, just because you have a machine running server does mean you can legally install software on it and allow 5 other people to use it. AGAIN, check the license agreements. Each product tends to be different.

Depends upon how you license it. You can either license it per server or per client. If you have a very few servers and lots of clients it's probably best to license it per server. If you have a lot of servers and a modest number of clients it's probably best to license it per client.

It doesn't matter what services are running on the server.
