There is a hierarchy of Illinois public schools.
In general the three U of IL are at the top, then ISU and NIU then SIU, then EIU and WIU, then Northeastern U, and at the bottom are Governor's State U and Chicago State U.
I know UIC has a foreign language requirement, but I don't know the transfer rule with it.
Both Illinois State and Northern are considered to be very good.
Good private schools include Loyola, DePaul, North Central, Knox.
Go to your community college advising office, I'm certain they will have lots of material about common transfer schools.

There are 3 U of I's in Illinois; Chicago, Champaign-Urbana, Springfield. Aside from that, there is SIU, Blackburn and about 30 more. For a full list in your area, look at http://www.50states.com/college/illinois.htm
