when recycling and making paper from old paper, there needs to be an amount of new wood pulp in there to help make the paper strong.

Paper mills recycle their own trimmings, etc. Post-consumer recycled content varies. If newspapers weren't recycled, we'd be running out of trees. It's an inexpensive grade of paper, but it gets run through high-speed presses. The paper mill needs to be sure the paper quality is acceptable, so the final product contains part recycled and part new fibers. Printing is done with soy-based ink to make recycling easier.
