I have the torsion bar suspension up front and the tires are wearing on the insides very quickly and looking at it visibly i can tell there is a negative camber. How do you adjust this and is it adjustable with common tools or should I leave it up to a shop?

the only thing you have to do is loosen the upper control arm bushing and push and pull them until you have it were you want them. there is one set washer on each side of the bushings. when you set your camber make sure theses are down when you tighten them up.

I have to answer with a question first. Has this vehicle been modified in any way, such as height, tire size, rim size? If so, it could affect the alignment in a variety of ways. Camber, Caster, Toe in, Toe out. The only way to get it right is to put it on a alignment rack and bring it back to factory specs. Jim D above made a good point about torsion bars as well.

Simple to adjust but I wouldn't bother. The torsion bars an any 22 year cars loose spring strength. To do a first class job they should be replaced. At a bare minimum have a respectable alignment shop try to access the suspension needs. If your do not want to sink money in the car ask the alignment person if there is any adjustment left in the bars. There easy to adjust but let him do it because each bar requires different adjustments.

When some cars are lowered a change in camber can occur; it depends on the vehicle's original suspension and how much you lower the vehicle. When I lowered my '99 Accord a few inches, the camber of my front wheels were unchanged but the rear wheels did have a change and I noticed the wear on the tires. I bought adjustable arms to take care of the problem.

Camber won't cause that kind of tire wear. Your toe is out as well.
