Blue Cross Blue Shield.... How to get someone back on plan?

Question

I had taken someone off of my health insurance.... I need to put them back on for legal reasons. I work for the govt. and they said it's not open season to do such.
How can I get this person back on?
( this is not my question but for someone else I know)

most companies will not let you add people till it is open enrollment,not sure of the reasoning for that though....also if the person has a pre existing condition it might be difficult to re add them...call the company direct and find out more info
